Hello BorisKLIS,
the secondary header is meant to be used firstly for an alternative navigation or for sub-pages and later for displaying social network. If there is not a secondary menu, no secondary header will be displayed.

Now let’s see how to fix your problem: it seems you haven’t set a secondary menu yet.
So just create another menu under Appearance -> Menus. No problem if you leave it empty.
Save it and then go to Customize -> Menus -> Menu you’ve just created -> and check the box “Secondary Menu”.
